John Pritkin makes reference to the Treaty when he addresses the Consul in the Senate meeting chamber when he demands that they turn over Cassandra Palmer to him on behalf of the residing Pythia.[5] Billy Joe tells Cassie what he learned from slipping through the witch she saved—the Black Circle found a devious way to get around the Treaty.[6] Mircea mentions that the Treaty demands that they turn her over to the Circle and they can only stall so long.[7]
